QFE-1031-S-329263 does not work in the user environment for BUG-000092817. SynchronizeReplica with PUSH only from feature service referencing SDO_GEOMETRY data in an Oracle database does not succeed.

Additional Information

Issue was resolved via an environment modification - switched to direct connect to the database.

Workaround

No workaround is available for user environment other than PUSH/PULL at the same time or not using SDO Geometry.
