Workaround

1. Open the testAtlasData.mxd on a machine running Esri Production Mapping 10.2. On the Production Cartography toolbar, click 'Layout window' and the Layout window is launched.3. On the Layout window, select the 'Element Tracker' element, right-click and select 'Delete' from the Context menu.4. Save the testAtlasData.mxd.6. Run the TestLayerAccessForMPSAtlas2.py.
