Workaround
Add the database to the ArcGIS Server data store in ArcGIS Server Manager by importing the database connection file.
- For the Publisher Database Connection, import the connection that does not have credentials saved.
- For the Server Database Connection, import the connection that has saved credentials.
For best results, make two connections in the data store.
- Connection without credentials as the publisher
- Connection with credentials as the publisher and server.
Otherwise, only publish map documents created using a database connection with saved credentials.
