Publishing oriented imagery with ArcGIS Pro 3.6 to Portal for ArcGIS 11.5 or earlier does not include the Photos and Videos attachment field unless the Enable Attachments tool is used.

Workaround
To publish oriented images correctly, use the Enable Attachments tool on the oriented imagery dataset before generating the service. After this step is completed, the service generates successfully with the attachment field.
