This issue will not be addressed in the 10.8.1 version of ArcGIS Enterprise, but is working as expected in ArcGIS Enterprise versions 10.9.1 and later.Workaround
Publishing the data from ArcMap is successful.
Do not run the Enable Replica Tracking tool, but enable sync. The service is published successfully despite receiving the 24127 warning message.
