Bug

Publishing mapping services containing layers with joins in ArcGIS Enterprise results in the advanced query capability being set to FALSE, unless the joined table is contained in the same map service.

Additional Information

The support for advanced queries completely relies on the underlying database. The map service generates an SQL containing the entire join definition and pushes it to the database to execute it. When tables are coming from different databases, the query fails. Hence, map services do not support advanced queries such as outStatistics when joins are made of tables from multiple databases.

Workaround

If the table or layer from the same workspace that participates in the join is included in the service, the advancedQueryCapabilities property is set to TRUE for all ArcGIS Enterprise versions 10.9.1, 11.1, 11.2, and 11.3.
