Publishing Cloud Raster Format (CRF) files to ArcGIS Enterprise results in corrupt image services if generated in certain versions of ArcGIS Pro.

Additional Information

This is a common problem that is caused by version incompatibility. Data created in newer versions are not guaranteed to be be able to open in older versions. This statement can get translated to a simple case, such as a CRF file created in ArcGIS Pro 2.9 cannot be consumed in ArcGIS Pro 2.6. But in an ArcGIS Enterprise or ArcGIS Server context, it will confuse users. ArcGIS Server has the same ArcGIS Pro runtime internally which is aligned with the ArcGIS Pro version released at the same time. So older versions of ArcGIS Server cannot serve data created from newer versions of ArcGIS Pro. In this case, ArcGIS Server 10.8.1 was released around July of 2020, while ArcGIS Pro 3.0 was released around July of 2022.

Workaround

Downgrade to older versions of ArcGIS Pro, or upgrade to ArcGIS Enterprise 10.9.1.
