Additional Information

This issue is not reproducible in the latest release of ArcGIS Pro.

Workaround

Upgrade the utility network from version 3 to 5 in ArcGIS Pro 2.7. Once upgraded in ArcGIS Pro 2.7, there was no error and the service works.
