Additional Information
ArcGIS Server Manager does not support publishing service definition (SD) files for hosted web layers. There are key distinctions and limitations between SD files for hosted web layers versus server-based layers. Much of this information can be found in the ArcGIS Pro topics below:

Workaround
Publish the service definition file (.sd) from ArcGIS Enterprise portal.
