Bug
Publishing a route event layer to ArcGIS GIS Server 10.5 fails if the event table and route feature class are in two different databases, and returns the following error message, "Failed to update the published service with the server-side data location."

Duplicate of BUG-000096408: This is fixed for 10.6 pre-release.Workaround
Store the table and feature class in the same geodatabase.Publish using ArcGIS Pro 2.0, Portal for ArcGIS 10.5.1, and then publish by reference workflows available.Steps to Reproduce
