Publishing a map service using an existing tile cache from ArcGIS Pro to ArcGIS Server 10.8.1 installed on a separate machine fails to recognize the tile cache unless the name inside the service cache directory is the same as the name of the service layer data frame.

Additional Information

When publishing a web layer that uses an existing cache, the name of the map must match the name of the map (or data frame if using ArcMap) used to publish the original service. In ArcGIS Pro 2.8, there is a new option in the user interface to publish using an existing tile cache which clarifies these requirements.

Workaround

Ensure the name inside the service cache directory is the same as the name of the service layer data frame.

Note: For example, if the service name is 'USA' and the data frame or layer name is 'States', the following structure in the cache directory is displayed:

USA

               States

                               All_layers

                               Conf.xml

                               Conf.cdi
