Additional Information
Per ArcGIS Online, Bing, and Google tile specifications, the scale is actually 36111.981...
It is the ArcGIS Pro UI that rounds the scale to the closest round number, but in reality it stores the double value.
To round the value, type 36112 in the minimum or maximum scale text box before publishing it as a map service.
Workaround
In ArcGIS Pro, set the minimum scale to 36,000, and overwrite the existing service.
