This issue is addressed in the ArcGIS Server 11.1 Utility Network and Data Management Patch 3. URL: https://support.esri.com/en-us/patches-updates/2024/arcgis-server-11-1-utility-network-and-data-management-patch-3 This issue addressing BUG-000169200 is: BUG-000164817 - Publishing a referenced map service containing data from two different database connections fails and returns the error, "Failed to create the service.: Updating the server connection string for layer failed."

Workaround

  • Uninstall the ArcGIS Server 11.1 Branch Versioning Data Consistency Patch.
  • Make sure all feature classes or tables in the map are from a single database connection, or that a single database user has access to all feature classes in the map.
