Additional Information

This issue is fixed in ArcGIS Pro 3.6 and ArcGIS Enterprise 12.0.

Workaround

An alternative method for adding data from a UNC path before performing the join is to add the UNC path as a folder connection directly to ArcGIS Pro before publishing.

  1. In the Catalog pane, right-click Folders and select Add Folder Connection.
  2. Navigate to and select the UNC path containing the file geodatabase.
  3. Add the feature class from the UNC path to the map.
  4. Proceed with the join between the feature class and the stand-alone table.
  5. In the 'Share as Web Layer' workflow, register the UNC path to ArcGIS Server upon seeing the warning message.
  6. Publishing succeeds, and the joined data is visible.
