Additional Information
The lead developer confirmed that this is the expected behavior. For performance reasons, ArcGIS Online initially reports the size of a hosted feature layer based on the source data (e.g., file geodatabase). Because of this, the Attachment Size may display as 0 even when attachments are present.
ArcGIS Online does not calculate storage usage in real time. Instead, a backend process recalculates feature service and attachment sizes on a scheduled basis. This update can take several hours, up to 24 hours, before the correct storage breakdown is shown.
There is no difference in behavior between English and non-English file names. The issue observed with the non-English file name was coincidental: one layer’s usage was updated sooner, while the other’s update was delayed.
Workaround
Republishing the file geodatabase with an English file name resolves the issue. The file size no longer incorrectly includes attachment storage under feature storage.
