Publishers set as a group manager are unable to share items to a shared update group if only group owners and managers can contribute content.

Duplicate of BUG-000129870. This is a known limit in the API used. Thus, it is by design. The group manager needs to use the 'Add items to group' button on the group page to contribute or share. Refer to the note under step 5 in https://doc.arcgis.com/en/arcgis-online/share-maps/share-items.htm#ESRI_SECTION1_0CF790E7414B48BEB0E69484A76D6A03 for more information.Workaround
On the group's page, click the Content tab. At the top-left corner, click Add Items to Group. The publisher is able to add items to the group.
