Additional Information
This is the currently expected behavior. The blog cited in this BUG report (link below) also contains information about authorizing services from the REST endpoint, refer to the 'Authorize subscriber layers' section near the end of the article.
The procedure described in that section must be followed for the web map to properly communicate to other apps that contain subscriber content. If that is done, other apps such as the ArcGIS StoryMaps builder will correctly authorize the subscriber content. Workaround
Add the ArcGIS Living Atlas of the World content to ArcGIS Online My Content page, and use the item in the web map.
