Publicly shared ArcGIS StoryMaps stories still prompt for credentials or return the error message, "Hmm there seems to be an issue... Please contact your system administrator" when an existing ArcGIS Online user signs out of ArcGIS Online during the same browser session.

This is a duplicate of BUG-000143623. This is a known issue to be resolved.

Workaround

Use an incognito browser to launch the public stories if a user has an ArcGIS Online account.
