Proxying requests to tile.arcgis.com fails due to the 'X-Forwarded-Host' header limitation. Any request sent to a service endpoint in tiles.arcgis.com with an 'X-Forwarded-Host' header that is shorter than 54 characters fails with "Error 404-server not found."
