This is as designed. The buffer distance must be an integer. If users need values smaller than one, it is suggested to modify the units used for buffering in the configuration. At ArcGIS Desktop 10.5.1, the buffer distance could not be zero; this is a new functionality that is available planned for ArcGIS Desktop 10.6.Steps to Reproduce
