Workaround

1. Convert the multipart features to single part by using Data Management Tools > Feature > Multipart to Single Part tool, or2. Separate the areas of interest to smaller geographic areas. - Select the features in the larger layer that represent the area of interest. - Right-click the layer in the table of contents, go to Data > Export Data, and export it to a new smaller shapefile. - Bring the new shapefile into ArcMap and turn off the larger layer in the table of contents. - Go to View Data Frame Properties and change the data frame to the local coordinates of the new shapefile.
