Workaround

For the attached annotation feature class, importing the feature class into a new file geodatabase will completely remove the incorrect leader lines from the projected feature class. However, the test data is a subset of a 300,000 record annotation feature class. This full set of data will not have all of the leader lines if imported into a new geodatabase. The full dataset is 130 mb and was too large to attach.
