Additional Information

Different layouts are now supported. As long as there is a Server, larger layouts with bigger maps can be used.

Workaround

Create a web application using ArcGIS Web AppBuilder or one of the available web apps. The Web AppBuilder Print widget contains more options for printing and allows users to choose to maintain the map extent instead of the map scale.
