Additional Information
ArcGIS Enterprise 10.3.1 is expired. Tested with some Marketplace items but was not able to reproduce using 10.8.1. Please reach out to support to log new issue, if this is still happening in current supported versions of ArcGIS Enterprise.Workaround
Use a print service from another ArcGIS Server installation that is not federated with Portal for ArcGIS.
