For versions 10.8.1 and 10.9.1, BUG-000157755 is resolved in the ArcGIS Server Map and Feature Service Security 2023 Update 1 Patch which is available at https://support.esri.com/en-us/patches-updates/2023/arcgis-server-map-and-feature-service-security-2023-update-1-patch. This issue is addressed in ArcGIS Pro 3.2 and ArcGIS Enterprise 11.2.Workaround
