Workaround

The problem can be mitigated by disabling webhooks. Note that disabling webhooks makes both feature and geoprocessing service webhooks unusable. (Organization webhooks do not cause the problem, nor are they impacted by these mitigation measures.)

Steps:

  1. Navigate to the Server Administrator Directory (/webadaptor/admin).
  2. Navigate to the system properties (/webadaptor/admin/system/properties).
  3. Click Update.
  4. Provide the following JSON: {"isWebhooksEnabled" :false}

Update: Each ArcGIS GIS Server within the site requires a restart. The SQL used to verify the issue can be executed again to verify that no connections have been created from the ArcGIS GIS Servers to the Webhooks database.
