Additional Information

Duplicate of BUG-000173229, this bug has been addressed in 11.5. This will also be patched in 10.9.1 Patch 8 / 11.1 Patch 4 / 11.3 Patch 1. This is a server side only bug.

Workaround

Isolate the utility network in its own PostgreSQL database or Oracle instance.
