This is a duplicate of BUG-000112766. This issue was addressed in ArcGIS Enterprise 10.9 through the fix for BUG-000112766.Workaround
Set the 'enableRemoteUserTokenValidation' parameter value to false. Navigate to Portal Administrator Directory > Security > Config > Update Security Configuration.
