Workaround
Revert back to the previous version, and delete the duplicate Navigator group from the Portal for ArcGIS Sharing API. Remove the remnant folder left behind by the Navigator group in the Portal for ArcGIS content directory and upgrade Portal for ArcGIS from version 10.6 to version 10.6.1.
