Portal for ArcGIS flags a server feature service as hosted through the esri.arcgis.utils._isHostedService parameter if the ArcGIS Server service is on the same machine and not a hosted feature service.

This issue will not be addressed.Workaround
Remove the domain from the service URL. If there is a fully qualified domain name of "<a href="https://server.esri.com" target="_blank">https://server.esri.com</a>", use "<a href="https://server" target="_blank">https://server</a>". This causes the esri.arcgis.utils._isHostedService paramter to properly flag the service as not hosted or esri.arcgis.utils._isHostedService = false.
