Portal for ArcGIS 10.8.1 does not allow a print template to be dragged and dropped onto the second page if the selected print template is from the second page when six templates are present.

Additional Information
This issue is fixed in ArcGIS Enterprise 10.9.1.Workaround
- Refresh the page to unselect the template.
- Drop the template on the second page and reorder the templates.
- Upgrade to Portal for ArcGIS 10.9.1.
