According to the ArcGIS Online documentation for 'Configure pop-ups', https://doc.arcgis.com/en/arcgis-online/create-maps/configure-pop-ups.htm, under the section for 'Show images' it explains that 'PNG, JPEG, and GIF images are supported.' For this bug, a URL to an external PDF file was used which is not a supported file type for displaying as an image inside the popup. Therefore this is expected behavior.Steps to Reproduce
