It is not a bug. It is by design. When the size of the Map widget is small, the pop-up will pop up from a fixed position. Please refer to the table in this link: https://developers.arcgis.com/javascript/latest/api-reference/esri-widgets-Popup.html#dockOptions For "auto", when view size < breakpoint, the pop-up displays from the bottom in ArcGIS Experience Builder.
