Polygons with cutout geometry and z-values of -100,000 cannot be copied into map services or synced. An error message returns during the sync process.

This issue is addressed in ArcGIS Pro 3.6.Workaround
Change the z-values from -100,000 to -99,999, or to any other value within the allowed z-value domain range.
