Polygon symbols displayed in the ArcGIS Online map viewer does not displayed in the legend when the polygon is symbolized with only the outline and no fill color.

Workaround

Change the Fill transparency to 100%, and the item shows up in the Table Of Contents, as if the fill was hollow.
