The issue is only reproducible in Map Viewer Classic (3.x) which is currently deprecated. See deprecation notice https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662. Use Map Viewer (based on ArcGIS Maps SDK for JavaScript 4.x) for the workflows.Workaround
