This is a duplicate of BUG-000148954. Esri Story Map Tour does not support feature services in projections except Web Mercator (until Aug 25 2022).Workaround
Export the feature layer from ArcGIS Online as a file geodatabase and republish it to ArcGIS Online. Repeat these steps and the points display as expected.
