Workaround

The image shift is a side-effect of ArcMap's use of Windows GDI graphic engine. High resolution image exports depend on the system's default printer. When no printers are installed, the image shift is more severe. Setting the printer to a high-resolution device like an imagesetter mitigates the shift.
