The use case is a workaround for rapidly displaying raster images in 2D using PictureMarkerSymbol, which is not what the symbol is designed for. KmlGroundOverlay can be used in the short term. For a longer term, there is an intention to release a 2D image overlay optimized for this workflow: ENH-000134745 Support for ImageOverlay class inside a 2D MapViewSteps to Reproduce
