Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
Layers from the Living Atlas (such as the counties layer) are not optimized for use within analysis tools. Layers from within the Living Atlas can contain complex features with many vertices, and adjacency between polygon features is not guaranteed.
The workaround is to use Living Atlas Analysis Layers, which can be accessed through the analysis tools' input parameters. For example, with 'Dissolve', from the drop-down menu for 'Choose area layer whose boundries will be dissolved', select 'Living Atlas Analysis Layers'. This opens a gallery of layers (including US Counties) that are optimized for use in the analysis tools.
Recently, for the 4.3 release, the number of layers in the Living Atlas Analysis Layers group is increased to include standard boundaries from many different countries around the world.
