This issue has no plans to be addressed in the near term. The issue is caused because data needs to be read from each data source and joined client side. This issue cannot be pushed the join down into the database like the other data sources. With file geodatabase, the data has near zero latency. A reasonable comparison for this case would be to put two different file geodatabase feature classes on two different UNC paths and then try to join them in ArcGIS Pro. The performance would be degraded in this case as well. The extra latency with feature service data sources exaggerates the slowdown.
