It is a best practice to deploy ArcGIS for Server in a high-performance network environment.Workaround
Any ArcGIS Server site should be deployed on a backbone network that can tolerate high loads and provide low latency. This issue is caused by latency between the ArcGIS Server site and the Domain Controller.Steps to Reproduce
