Performance issue with the Intersect geoprocessing tool in ArcMap 10.4.1 when running large datasets.

Many advancements have been made since 10.4.x to the underlying engine that performs overlays. Those changes are not portable to previous versions. I highly recommend upgrading to the current version of 10.x or Pro. ArcGIS Pro may provide further advances in performance (case dependent) with the introduction of parallel processing (Pro only). For the case provided with this incident I see the following performance comparison between sequential and parallel processing in Pro 2.3 using a fairly slow machine: Sequential Parallel 4min38s 1min32sSteps to Reproduce
