Additional Information
The clipboard is shared across ArcGIS Pro and is contextual. When the layer's visibility is changed in the Table of Contents, the clipboard focus is for the Table of Contents. To reenable paste for this workflow, give focus back to the map by clicking the map tab.Workaround
Click context; nothing to choose and paste gets active.
