Workaround
Reload data after installing 9.2 SP6 or 9.3 SP1. If you have imported the data in ArcSDE 9.2 SP5 and ArcSDE 93 final, then you are out of luck no matter if you applied patches up to 9.4. The reason being that the data that was stored in ArcSDE 9.2 SP5 and ArcSDE 9.3final already contains the garbage characters (the result from the NLS character conversion during insert). If you have imported the data in ArcSDE 9.2 SP6, ArcSDE 9.3.1, and ArcSDE 9.4, then you will have the correct data inserted resulting from the fixed NLS character conversion.
