Additional Information
The behavior is as designed. Locators of all roles created with the Create Locator tool or Create Feature Locator tool support searching for coordinates such as MGRS, USNG, or XY by default. The second candidate that is returned by the locator in ArcGIS Pro is an MGRS coordinate. Part of the parcel pin is found as part of an MGRS coordinate. ArcGIS Pro uses the center of the map as location when searching in the Locate pane, while the findAddressCandidates REST endpoint page does not reference a map or knows about location unless you use the location parameter, so it only returns the searched parcel pin.
Workaround
Disable the Coordinate System category in the Locator Properties dialog under Geocoding Options > Match options > Categories to support by selecting 'Only categories selected here' and only checking the Parcel category.
