Additional Information

As of version 10.1, the Server Manager application built on the .NET Web ADF technology is no longer being developed or having issues fixed.

Workaround

When publishing a Geocode Service from ArcGIS Server Manager, you must manually enter the parameters for Location as well as Locator Name.
