Workaround

Make 'Conflict Resolution Policy' the only parameter for runtime. Don't set any other parameters to be exposed at runtime other than Conflict Resolution Policy.GM 6/25/2009 - another work around is to export the model to a python script. Then add it as a script tool an expose the parameters
