Packaging a pmf that contains data in a personal geodatabase fails with 'unexpected error has occurred' when the output is Compressed File Geodatabase or Compressed and Locked File Geodatabase and the 'only features present in extent' option is checked on the General tab of the Data Packaging dialog.

Workaround
For ArcSDE Data:a. Use File Geodatabase. b. Uncheck the 'only include map layers with features present in the data frame extent' option when the output is Compressed File Geodatabase on the general table of the data packaging dialog. c. Uncheck the 'only include map layers with features present in the data frame extent' option when the output is Compressed Locked File Geodatabase on the general table of the data packaging dialog. d. Export the SDE feature classes to shapefiles.e. Package data within only one ArcSDE instance.
