Overwritten hosted feature layers in ArcGIS Online are not displaying existing layers on the item details page or map, but the layers are present in the service URL.

The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.Workaround
Add the service URL as an item into the Content page, or just publish all the needed layers at once. Essentially, a republishing of everything if planning an overwrite.
